I don't know if Paypal has a hotline here in Manila.</description>

		<description>Chelle, same problem with you. I withdraw money from Sept 11 and 14. Sept 11 went thru but the 14th I am trying to figure it out where it is. I got 22,000 reasons to run after that money. Been going back and forth to union bank sending emails of which either one was never replied. Been calling paypal in the US as well as email. It's the tracing or the investigation I have been waiting for, they said 24 to 48 hours till now nothing happens. 

Here are some revelations:

From the correspondence I have paypal:

1. It has been the usual mode that it takes about 3-5 days to get the funds on my eon, yet around 3 agents from paypal replied to my email saying:

agent 1: 3-5 days
agent 2: 7-10 days
agent 3: 10-14 days

Why the inconsistencies? Does it mean the agents are not well-oriented about how many days it will sink in? Also they said US bank will take about 3-5days and not international banks. But why is it usually it will takes 3-5days before and all of a sudden for 14 days.

2. The supervisor from paypal told me that I have to wait for the 14th day before they start the tracing, the investigation about the money. Indeed I called them up for follow-up and initiated the tracing said about 3-5days. 

2.1 I email them up and another agent said it will take 24-48 hours.
2.2 I called up paypal and a supervisor admitted that there was indeed delay on their system and he apologized for it. Finally, he admitted its paypal's fault.
2.3 I called up paypal again and talked to a supervisor, she did her homework. Send me email saying, they are still investigating and it was wrong for them to say about the timeframe.
2.4 Calling paypal again and the last supervisor like shouting at me and as if she is mad at me coz I have been annoying them, which I should be since it is my money and I don't know where it is.

From the correspondence I have with Unionbank:

1. I called up the Customer Service and with all the waiting for an agent to answer, I told the agent I don't want to waste money calling since I am from outside manila and I am calling a number in Manila it will be very costly for me. The agent told me to go to any branch in union bank and let them call Manila for me to make life easier.

I know union bank has this centralized system based in Manila. So, I went to the branch where my eon card was issued. Guess what? Nothing happens. All they told me is that they can't trace the transaction since they don't communicate with paypal. 

To my conclusion, all they do is issue the card and that's it. They can't do anything about it.

2. I get hold with the person assigned to paypal in Unionbank and I talked with him and even their leader, and I was so pissed off I even said swearing words, however, it didn't even work. They sent email to manila to trace the transactions and the leader told me there has been 3-4 more cases same with me and no progress of the query ever since.

3. finally today oct. 6, 2008. I discover something, I went to another unionbank branch. The woman was very helpful and she talk again to the leader whom I let her call up. As I was listening to their conversation, I heard that there was something wrong with the system for VISA ( the corporate company). I confirmed it with the leader I talked with her and she said yes. I told her, how many cases already same with me and what did you do about them. She said increased to 10 cases already and still no money was credited to those other people same case with me.

4. I do asked her tell me how the system works? She said they will receive a credit report from VISA with the amount, account number and name of the account holder. There is no reference number so called. As you can see, the PUBB code you can see in your system it's like a transaction number from eon to you when they credit the amount. (as she confirmed)

Now, I am waiting for the investigation to be over and hopefully money will be credited back to my account in paypal or be in my eon account. Also that leader handling the transaction for paypal to eon, I told her to contact VISA about this matter.

I did my homework, diligent enough to investigate who has the fault. Now, came there are 3 parties involved. paypal, VISA, and unionbank (for eon)

Now who is at fault here? Is it paypal due to the Bank of America issue with the $700 billion bailout and they are trying to hold the money.

But I was told by paypal once the transaction is "completed" it already left paypal's system and it is now on the banking institution which is also logical. Also, they follow certain rules and guidelines like any bank in the US for matters like these. 

But what about those threads running around in www.paypalwarning.com about paypal, but the agent told me about this issue he said its about more on ebay thing, and there are some measures not been followed that is why its like that.

Or is it Unionbank? Since I have read on the site in unionbank that it has shares in Bank of America, (if I can remember it right). Are they holding the money? But they can't credit money to eon account not unless they receive something.

Been reading in the threads and its said if its bank accounts no problem with the withdrawal. So meaning, eon which is visa electron classed as a debit/credit card, something wrong with it? If choosing the option to visa card rather the bank account. But yet I have talked with a customer and she withdraw $50 from paypal to her BDO and yet it did not arrived. Hmmmm, what is going on here? Is it the internet banking or the system involved in the internet banking that made the transactions from certain dates in September seemed to be lost in the thin air?

Now, the new party involved VISA. It will now boil down whether VISA is indeed a party to this issue. It is as if there is an intermediary involved that affects the system of transferring the money from paypal to eon.

I am still on the look out now and trying to investigate who is at fault and why these things happened for certain few. Is it because we are filipinos and we are discriminated?

To all readers and who have same issue with me, let's just hope we can get the answer we have been waiting for and get back our money which we worked hard for. Nobody has the right to take it from us.
